Can Mobs Spaawn On Carpet

I guess hostile mobs spawn on light level 7 and lower does the block underneath even define their spawn.

The only case where mobs wont spawn is when it is one of the three spawners rabbit chicken and cow which all require direct access to grass to spawn therefore wont work if either a slab or carpet is covering it. No mobs do not spawn on carpet. The last 25 of the walkway is double layer carpet and it looks like they can t spawn there. I covered the most part with single layer carpet and endermen are spawning there a lot. Carpets and trapdoors are to prevent other mobs spawning.
